HMRC fail to collect £11bn say Public Accounts Committee

The latest report from the Public Accounts Committee says that £27.7bn of taxes was not collected as at March 2009 and that 40% of this - £11bn - is unlikely ever to be recovered. Three years ago the percentage stood at only 23%. Edward Leigh, chairman of the committee, said that there was evidence of “serious weakness in information systems, skills and capacity, which limit the department’s ability to operate effectively in such a complex environment” – as of course does having to cut the department’s head count by 25,000.
